Benchmarking Procurement Capability Across Government to Drive Better Practice
Grosvenor partnered with ta WA State Department to deliver a whole-of-government procurement maturity assessment, establishing an evidence-based capability baseline, identifying improvement opportunities, and supporting long-term procurement professionalisation across the WA public sector.
Situation
This WA State Department is the functional lead for procurement across the WA public sector, with responsibility for strengthening and professionalising procurement capability. To support this mandate, the client developed the Procurement Capability Development Strategy 2022–2025, the first strategy of its kind in WA, structured around five capability pillars.
To underpin delivery of the strategy, the client required a clear, evidence‑based understanding of current procurement maturity across agencies. At the time, there was no consistent baseline of capability, limited visibility of strengths and gaps across government, and no reliable way to benchmark agencies against better practice or track progress over time.
Task
Grosvenor was engaged to design and deliver a whole‑of‑government procurement maturity assessment that would:
- Establish a defensible baseline of procurement capability
- Identify root‑cause issues and gaps to better practice
- Provide agencies with practical, benchmarked improvement insights
- Be repeatable to measure progress over time.
Approach
Grosvenor delivered the assessment using its proprietary Procurement Functional Maturity Self‑Assessment methodology, developed with the Commonwealth and WA Government and embedded in an ISO 27001‑certified online system hosted in Australia.
The assessment was based on a standardised questionnaire of 57 multiple‑choice questions, drawn from a question bank refined through years of research across more than 200 Australian public sector organisations. The questions assessed procurement maturity across governance, processes, systems and capability, identifying areas of relative strength and gaps to better practice.
Our online platform enabled the client to administer the survey centrally through a secure portal, inviting agencies to participate and monitoring completion without manual tracking. 31 responses were collected across April and May 2025, with most agencies completing the assessment collaboratively by bringing their procurement teams together to agree responses. This approach strengthened consistency, internal alignment and ownership of results.
The system automatically generated tailored benchmarking reports for every agency, comparing results against WA and national benchmarks for similar organisations. Each report identified current maturity, highlighted gaps to better practice and provided targeted recommendations to support capability uplift.
Grosvenor complemented the automated reporting with sector‑wide analysis and provided consultant‑led debriefs to agencies to walk through findings, interpret benchmark results and discuss practical next steps.
Result
The assessment delivered a robust, data‑driven view of procurement maturity across the WA public sector, establishing a clear baseline for both the client and participating agencies.
The results now provide agencies with practical, benchmarked insights to prioritise improvement actions and give the client a defensible evidence base to guide targeted capability uplift, process improvement and workforce development. The assessment also established a repeatable baseline, with the survey planned to be repeated in 2027 to track progress over time.
